Registering a lobbyist organisation and lobbyists

Follow the steps in order to register a new lobbyist organisation and any lobbyists who operate in Victoria.

Registering as a lobbyist

Before you join the register as an individual lobbyist, your organisation must have an account. If your organisation already has an account, then contact your responsible officer who will add you to the register.

Before you start your application

  • 1. Understand your obligations

    Lobbyists, lobbyist organisations and government affairs directors must follow specific obligations outlined in the code of conduct.

    You should read the code and be aware of your obligations.

  • 2. Gather required information

    To register your organisation, you'll need:

    • your business name and trading name
    • contact details for your organisation
    • your Australian Business Number (ABN) (if you have one)
    • the details of all third-party clients you currently represent and lobby on behalf of as well as any you have represented in the last 12 months.
  • 3. Complete and witness an owner’s statutory declaration

    An owner, director or major shareholder who must complete and witness an owner’s statutory declaration.

    In your application, you will need to include:

    • their name and title
    • any former affiliations they may have with government and when they took place
    • the completed owner’s statutory declaration.

  • 4. Complete and witness a lobbyist’s statutory declaration for each lobbyist

    Each lobbyist must complete and witness a lobbyist’s statutory declaration.

    You must register at least one lobbyists at the same time as your register your organisation. You can add additional lobbyists later on, once your organisation is registered.

    For each lobbyist, you will need to include:

    • their name and title
    • any former affiliations they may have with government and when they took place
    • the completed lobbyist’s statutory declaration.

  • 5. Identify a responsible officer

    The responsible officer is the best point of contact for your organisation and will manage its details on the register.

    Your responsible officer does not need to register as a lobbyist unless they'll also be conducting lobbying activities.

    For your responsible officer, you will need to include:

    • their name and title
    • their contact details.
